When the sole survivor eventually goes out to find Goodneighbor or just randomly finds the town upon exploration, you will find the sign leading you to the entrance. Some talk bad about it, some have rather nice things to say.
While talking to residents in Diamond City, passing traders, or settlers of your own settlement, some will mention a town called Goodneighbor.
